Concurrent with development of the Parks, Recreation & Open Space Master Plan, Albany received an award of Prop 68 grant funds for improvements at five of the City's parks, which were collected under CIP No. 41016/7. These projects reflected the City's priorities as outlined in the PROS Master Plan for short-term improvements at Memorial, Ocean View, Dartmouth Tot Lot, Jewel's Terrace, and Peggy Thomsen Pierce Street Parks. The City Council has authorized the use of local Measure M Parks & Open Space Parcel Tax funds to supplement project budgets as needed.
The Parks, Recreation & Open Space Commission reviewed the conceptual plan and project scope on September 14, 2023. PROS Commission approved the scope of work on December 14, 2023. The Peggy Thomsen Pierce Street Park scope of work included enhancements to accessibility, shade and landscaping. Construction will involve two phases.
Starting in June, construction will begin with installation of an asphalt path at northeast entrance of park, installing a bollard preventing vehicular traffic, installing (2) lumber entry stairs with handrail; one at southeast entrance near restrooms and one north creating additional entrance. Relocating existing boulders and strategically installing new landscape boulders.
Based on the adopted PROS Master Plan and PROS Commission recommendations a shade improvements project scope was finalized. The project scope includes installing two shade sail structures to improve the shade for the play equipment and aesthetics of the playground.
