Overview

City-Council-Strategic-Plan-2025 The purpose of the City Council Strategic Plan(PDF, 2MB)  is to identify key issues, develop City Council direction, establish priorities, and set goals and objectives to best focus changes to the use of the City’s limited resources and capacity over the course of the 2-year plan period. The mandated obligations of local government remain the core function of the City and need not be fully detailed in the Strategic Plan, including but not limited to public infrastructure, public safety, governmental transparency, financial accountability, and implementation of regulations. This balance between core services and strategic plan goals is well depicted by the “Iceberg Model” as shown on next page. 

To ensure effective implementation, the City Council and community will review progress toward objectives annually and will adjust the work plan and objectives as needed.

Goal 1

Goal-Icons_Light-Blue-01.png REDUCE GREENHOUSE GAS POLLUTION AND ADAPT TO CLIMATE CHANGE
  • Continue work to establish a pilot program for electrification of existing buildings
  • Explore opportunities to facilitate electric vehicle charging
  • Identify opportunities to enhance management of the urban forest

Guiding City Plans: The City’s Climate Action & Adaptation Plan serves as an instructional plan that identifies programs and projects that are intended to reduce greenhouse gas emissions, as well as measures to adapt to climate change impacts. The City’s Street Tree Management Plan will outline opportunities for enhanced management of the City’s Urban Forest

Goal 2

  • Fulfill the City’s Housing Element Commitments
  • Explore funding opportunities to develop affordable housing
  • Develop ballot measure to update the City Council’s authority to consider changes to single family zoning standards

Guiding City Plans: The City’s Housing Element portion of the City’s General Plan is intended to further both housing quantity and quality for all members of the community. The City’s San Pablo Avenue Specific Plan also details opportunities to increase housing and quality living space along San Pablo Avenue.

Goal 3

Goal-Icons_Light-Blue-03.png PROMOTE STREETS THAT SUPPORT SAFETY, TRANSPORTATION & MOBILITY OPTIONS
  • Update the Active Transportation Plan
  • Conduct citywide street traffic surveys to obtain objective data to prioritize traffic calming
  • Collaborate with transportation partners to increase transportation connections and options within the City
  • Support development of a City program for increasing streetlighting

Guiding City Plans: The City’s Local Roadway Safety Plan in connectivity with the Active Transportation Plan help guide transportation and mobility enhancement projects within the City. The City’s Capital Improvement Plan identifies the timing, cost, and funding sources for the planning, design, and construction of City infrastructure projects.

Goal 4

Goal-Icons_Light-Blue-04.png ENCOURAGE COMMUNITY CONNECTIVITY THROUGH DIVERSITY, EQUITY & INCLUSION
  • Enhance programs and services for community members across the full lifespan and engagement on issues of equity and inclusivity
  • Partner with Ohlone People to promote more intentional relationships and enhanced visibility of Indigenous history and culture
  • Increase accessibility and enhance communication to residents on City resources and information
  • Consider if and how to continue the city programs currently funded by the one-time American Rescue Plan Act (ARPA) funds
  • Consider amendments to remaining city property taxes to ensure all taxes include low-income exemptions and renter rebates

Guiding City Plans: The City’s Equity Impact Plan identifies projects and programs to help further Diversity, Equity, and Inclusivity within the City.

Goal 5

Goal-Icons_Light-Blue-05.png INCREASE REVENUE & ECONOMIC DEVELOPMENT TO SUSTAIN CITY SERVICES
  • Identify funding mechanisms to further stabilize the City’s General Fund through exploration of various revenue generating streams
  • Identify funding and strategies to manage unfunded pension liabilities
  • Consider amending property taxes and fees so that they apply to unsecured property
  • Develop options to restructure the Business License Tax
  • Update development impact fees

Guiding City Plans: The City’s biennial budget provides a detailed outlook regarding City finances, projected revenue and expenditures, and includes a number of policies to help manage and account for existing funding needs. The City’s annual audits also document financial management and accountability.

  • Identify resources and options to enhance code enforcement programs
  • Continue preparation efforts, community engagement and training regarding disaster preparedness and response including but not limited to urban firestorm risks
  • Implement the Albany Hill Forest Management & Habitat Restoration Plan
  • Explore funding opportunities for the acquisition of available open space

Guiding City Plans: The City’s Local Hazard Mitigation Plan identifies potential hazard and disaster risks that could impact the City. The City’s Emergency Operations Plan details the organizational approach and resources to prepare and respond to emergencies within the City. The Albany Hill Forest Management & Habitat Restoration Plan outlines the approach to protect and restore the open space area of Albany Hill.
