Mayor's Statement: Active Transportation Plan

I want to provide some important facts about the Active Transportation Plan to clarify the process and address misunderstandings about what the plan does—and does not—authorize.

The Active Transportation Plan (ATP) is a policy document that provides guidance for developing programs and projects that support walking, biking, and rolling throughout the City. Adoption of the ATP does not commit the City to any specific project design or require implementation of any individual project identified in the plan.

Adoption of the ATP should not be interpreted as approval of any individual project concept included for study or evaluation.

Any project identified in the ATP—or in any other City capital improvement plan—would require its own project-specific planning, design, environmental review as applicable, public engagement, and approval processes before any construction could occur.

As part of the ATP development process, project consultants evaluated a conceptual design for potential bicycle facilities on Solano Avenue. That concept included an uphill protected bicycle lane, a downhill shared bicycle and motor vehicle travel lane, and changes to parking configurations, including 60-degree angled parking on the south side and parallel parking on the north side. This conceptual analysis was presented and discussed at multiple Transportation Commission and City Council meetings and was shared with the public for feedback.

The discussion and public input identified a number of important questions and areas requiring additional study. Any future work on Solano Avenue would need to carefully consider safety, accessibility, traffic impacts, parking, businesses, residents, and the overall character of the corridor.

There will be significant additional analysis, public discussion, and opportunities for community input before any final decisions are made regarding projects identified in the ATP.
