On June 5, 2018, California voters approved Proposition 68, the "Parks and Water Bond Act of 2018" (Senate Bill 5), which supports several grant programs for drought, water, parks, climate, coastal protection, and outdoor access. Following the approval of Proposition 68, Albany developed a Parks, Recreation & Open Space Master Plan with the goal of improving various parks and open spaces throughout Albany. The PROS Master Plan was adopted in January 2022.
Concurrent with development of the PROS Master Plan, Albany received an award of Prop 68 grant funds for improvements at five of the City's parks, which were collected under CIP No. 41016/7. These projects reflected the City's priorities as outlined in the PROS Master Plan for short-term improvements at Memorial, Ocean View, Dartmouth Tot Lot, Jewel's Terrace, and Peggy Thomsen Pierce Street Parks. The City Council has authorized the use of local Measure M Parks & Open Space Parcel Tax funds to supplement project budgets as needed. The Memorial Park scope of work included enhancements to dog park facilities and pathway lighting.
Construction began at the Memorial Park Dog Park on November 12, 2024. The project included irrigation and drainage improvements; a new sidewalk along Carmel Avenue; a new entrance with a holding area; a new small dog area; a new bottle filler; new benches; trees and other amenities. The bulk of the work was completed during the annual Winter closure of the dog park in December. The dog park was reopened to the public February 2025.

November 14, 2024: Parks, Recreation & Open Space Commission Meeting
A path lighting and photometric design was completed by Belden Engineers in June 2021. The Parks, Recreation & Open Space (PROS) Commission reviewed the lighting plan and project scope on September 14, 2023. PROS Commission endorsed the scope of work on December 14, 2023. Based on the adopted PROS Master Plan and PROS Commission recommendations a path lighting improvements project scope was developed. The project scope included installing new pathway lighting throughout southeast area with new conductors, timeclock and photocell at Memorial Park. Construction was completed on Aug 1, 2025.
