The City of Albany’s Annual Sidewalk Rehabilitation Program (CIP No. 22000) was established after the passage of Measure P1 in 2016 and with current funding from Measure C (2024).

In 2021, the City completed a comprehensive sidewalk survey and the results were used to compile a geographic information system (GIS) database, allowing for a data-driven process to scope repair locations. Project scopes are further refined under a prioritization criteria reviewed by the Transportation Commission, which was last updated in April 2024. A new sidewalk survey is needed to capture existing conditions for an accurate, up-to-date GIS database as a result of:

  • Significant rehabilitation and maintenance work conducted on the sidewalks under the Sidewalk Program (over 66,000 square feet replaced and over 7,000 offsets shaved down)
  • Sidewalk repairs conducted through other City Capital Improvement Program projects
  • Sidewalk repairs conducted by other agencies, such as the California Department of Transportation
  • Sidewalk repairs completed by property owners and other private construction
  • The perpetual growth of street tree roots and other dynamic externalities that damage or deteriorate sidewalks

The survey started in June 2025 and is expected to be completed by August 2025, with the revised GIS database to be finalized in Fall/Winter 2025.
